ISSUERS

Issuers are responsible for the creation and life cycle management of identity credentials (digital certificates.) In SISAC terminology Issuers are known as Accredited Issuing Authorities (AIAs). Prior to issuing identity credentials, an AIA must be accredited by SISAC. The criteria for accreditation is the SISAC Certificate Policy Requirements Document (CPRD), and the audit/attestation against those requirements is performed by a SISAC approved Auditor .

WellsSecure:
WellsSecure received SISAC accreditation in January 2008.  The WellsSecure Trusted Identity Service is an Internet identity assurance service. Chosen Security:

VeriSign:

VeriSign has been a long established provider of digital credentials to the mortgage industry. Accedited SISAC Certificate Policy Object Identifier (OID) Table is used by Relying Parties to validate accredited SISAC credentials.   The OIDs and assurance levels listed premit Replying Parties to distinguish valid SISAC Issuing Authorities. 

 

AIA is defined as:

  1. Named as the Issuer of the identity credential (e.g., name in Issuer field in X.509 certificate), and
  2. Ultimately responsible and liable for the subscriber identity named in the identity credential (e.g., name in Subject field in X.509 certificate), from a relying party perspective.

AIA consists of the following functions:

  1. Identity registration (including identification & authentication of subscribers)
  2. Identity credential manufacturing (e.g., the building and signing of an X.509 certificate)
  3. Identity credential publication services
  4. Identity credential revocation services

AIA functions can either be performed:

  1. In total by the AIA organization, or
  2. By separate organizations that have appropriate contractual relationships in place with the AIA (e.g., 3rd party organizations to perform identity registration functions)

Interested organizations can apply for AIA accreditation by completing an application .  The application requires candidate AIAs to submit organizational information, credential product collateral, system and architecture topology, technical and physical configurations, and system audit results.
